EC rules in 2026: what changed and which launches it applies to

MND's 8 May 2026 EC changes and HDB's August 2026 income ceiling, set against the earlier rules, and the tender dates that decide which apply to Coastal Cabana, Rivelle Tampines and Wynwood Grand.

The date that decides which EC rules apply is the land tender's closing date, not the launch date. MND's three changes of 8 May 2026 apply to all EC Government Land Sale sites with tender closing dates on or after 8 May 2026. Coastal Cabana, Rivelle Tampines, Wynwood Grand and the upcoming EC at Senja Close all sit on sites whose tenders closed before that date.

What changed on 8 May 2026

First-timer reservation70% of units, first month from launch 90% of units, first two years

The MOP. Under the five-year MOP, owners cannot rent out the whole unit or buy another residential property, and can sell on the open market to Singapore Citizens and Permanent Residents once the MOP ends. On new-rule sites, the same restrictions run for 10 years, and sale to any buyer opens after the 15th year.

The Deferred Payment Scheme. MND describes the scheme as 20% of the price paid upfront and the remaining 80% deferred until the project obtains its Temporary Occupation Permit, with buyers generally paying a 2 to 3% premium on the purchase price. On new-rule sites, developers can no longer offer it, and buyers pay progressively under the Normal Payment Scheme.

The first-timer quota. Developers previously had to reserve 70% of units for first-time buyers during the first month from launch, then could sell the rest to all eligible buyers, including second-timers. On new-rule sites, the reservation is 90% and lasts two years.

The income ceiling moved separately, in August

HDB's monthly household income ceiling for new EC units is $18,000 for EC projects with tenders closing on or after 24 August 2026. For new units in EC sites with tenders awarded before 24 August 2026, it stays at $16,000. That is a second cut-off, and it is also set by the tender, not the launch.

HDB's other core conditions, as at 25 August 2026, are these. The applicant must be a Singapore Citizen, with at least one other Citizen or Permanent Resident in the household, and at least 21; two or more singles applying together must all be Citizens and at least 35. No one listed may own or have an interest in any local or overseas private residential property, or have disposed of one in the 30 months before applying, counted from the legal completion date.

For EC land sales launched on or after 9 May 2023, the household may own or have an interest in no more than one non-residential property.

The rule columns follow from each closing date read against MND's 8 May 2026 cut-off, and from HDB's $16,000 ceiling for sites awarded before 24 August 2026: HDB's April 2026 lists already named a successful tenderer or developer for each of the four sites.

Coastal Cabana. HDB launched the Jalan Loyang Besar site for tender on 16 May 2024 and awarded it on 16 August 2024. The 748-unit project opened bookings in January 2026, so the one-month first-timer window under the earlier rules has passed.

Rivelle Tampines. HDB launched the Tampines Street 95 site for tender on 22 August 2024; the tender closed on 24 October 2024 with five bids, and the site was awarded to Sim Lian Land Pte Ltd and Sim Lian Development Pte Ltd on 8 November 2024. HDB lists Rivelle Tampines at Tampines Street 95 among its available EC projects. The 572-unit project opened bookings in March 2026.

Wynwood Grand. HDB launched the Woodlands Drive 17 site for tender on 8 April 2025, the tender closed on 5 August 2025, and CDL Divine Pte. Ltd. is the successful tenderer. CDL's residential portfolio lists the site at 430 units. The project on this site has been reported as Wynwood Grand. Launch date TBC.

Senja Close. HDB's list of upcoming EC developments shows the Senja Close site launched for tender on 21 March 2025, closed on 5 August 2025, with CDL Constellation Pte. Ltd. as the successful tenderer. It is an upcoming EC site; unit count, launch date and prices are TBC.

The other pre-May sites on HDB's list

HDB's April 2026 list also shows a second Woodlands Drive 17 site, closed 13 January 2026 with Sim Lian Land Pte Ltd and Sim Lian Development Pte Ltd as successful tenderers, and a Sembawang Road site, closed 11 September 2025 with Oriental Pacific Development Pte. Ltd.. Both closed before 8 May 2026.

Canberra Drive, the first site tendered since May

The Canberra Drive EC site was reported as the first EC Government Land Sale site put out to tender since the May measures. Its tender closed on 1 October 2026 with 13 bids, after the 24 August 2026 cut-off, so HDB's $18,000 ceiling also applies to its new units.

Frequently asked questions

Do the 10-year MOP and 90% first-timer quota apply to Coastal Cabana, Rivelle Tampines or Wynwood Grand? No. MND's 8 May 2026 measures apply to EC Government Land Sale sites with tender closing dates on or after 8 May 2026. The Coastal Cabana site's tender closed on 1 August 2024, the Rivelle Tampines site's on 24 October 2024 and the Wynwood Grand site's on 5 August 2025, so the five-year MOP and the earlier 70% first-timer reservation apply.

Which income ceiling applies to these projects? $16,000 a month. HDB sets $18,000 for new units in EC projects with tenders closing on or after 24 August 2026, and $16,000 for new units in EC sites with tenders awarded before that date. HDB's lists named a successful tenderer or developer for all three sites, and for the Senja Close site, by 2 April 2026, before that date.

What can I not do during the five-year MOP? Under the rules MND describes as current before the change, owners cannot sell on the open market, rent out the whole unit or buy another residential property during the five-year MOP. After the MOP they can sell to Singapore Citizens and Permanent Residents, and after the 10th year to any buyer.

Is the Deferred Payment Scheme still available at Coastal Cabana or Rivelle Tampines? MND's removal of the Deferred Payment Scheme is one of the three measures that apply to EC sites with tender closing dates on or after 8 May 2026. For a project on an earlier site, check the payment schemes on its current price list.

Can second-time buyers still buy at these projects? Under the earlier rules, developers reserve 70% of units for first-timers during the first month from launch, after which remaining units can be sold to all eligible buyers, including second-timers. Coastal Cabana opened bookings in January 2026 and Rivelle Tampines in March 2026, so that first month has passed for both.

Which EC sites carry the new rules? Any EC Government Land Sale site whose tender closes on or after 8 May 2026. The Canberra Drive EC site, reported as the first EC site put out to tender since the May measures, closed its tender on 1 October 2026.
